Simon Matthews - Director

Simon has been providing project management and infrastructure planning services for over 25 years across a range of projects and clients, including the private sector and Council organisations. He has experience in managing all phases of projects, from major Plan Changes and resource consents at Wynyard Quarter and Unitec, to delivery of over $50 million of civil works contracts at the Weiti residential subdivision development.

Simon held the Asset Owner Representative role on the Wynyard Edge Alliance, delivering over $200 million of new infrastructure for the 36th Americas Cup. Working in the Alliance environment has further developed a unique set of skills to contribute to projects at an early strategic level, as well as understanding the implementation of construction.

Prior to starting MPS, Simon was the Planning Manager at Watercare Services, responsible for asset management and an annual $50 million plus capital spend programme.

Phil Jaggard - Director

Phil is a highly motivated and outcomes focused individual with a proven track record in leading and developing teams, to successfully deliver asset management programmes and infrastructure projects within the public and private sector. His leadership and communication skills, infrastructure expertise and knowledge, financial and risk acumen, ability to problem solve, think strategically and bring new ideas would be invaluable to organisation’s seeking to deliver high quality infrastructure programmes and projects on time and within budget.

Phil’s experience extends into assessing and providing expert witness evidence on water, wastewater and stormwater servicing for brownfield and greenfield development proposals. Prior to joining MPS, Phil was the Stormwater Strategy and Resilience Manager at Auckland Council and spent six years as the Wastewater Planning Manager at Watercare.
