Unitec planned to consolidate 177 buildings across its 53-hectare campus into a purpose-built education core of 10–15 hectares, unlocking around 40 hectares for residential and commercial development.
MPS led the master planning process, managing a multidisciplinary consultant team across urban design, engineering, planning, legal, transport, archaeology, and survey. This work supported Unitec’s submission on the Wairaka Precinct during the Unitary Plan process, which had a fixed timetable and required careful programme management and extensive community consultation, including regular Community Liaison Group meetings.
MPS also managed resource consents for the initial core upgrades and liaised with Auckland Transport on the Carrington Road upgrade and cycleway.
More recently, MPS updated the Three Waters Master Plan and prepared an Infrastructure Report to support subdivision consents. This included consultation with Auckland Council and Watercare, data gap analysis, network capacity assessments, and oversight of CCTV and survey investigations. MPS also advised on early Block Concept Plans and prepared briefs for design and survey work.
MPS developed a dynamic stormwater model for the precinct and upstream catchments in collaboration with Auckland Council and WLC, producing flood hazard maps and a Stormwater Management Plan to inform future consents and optimise infrastructure design.
Currently, MPS is providing infrastructure advice to the Ministry of Housing and Urban Development for the design, consenting, and delivery of infrastructure to support residential development for up to 12,000 people.
