About

There are currently two managing directors at MPS, Simon and Phil, both of whom have broad experience in consulting and Council roles.

Simon Matthews - Director

Simon has over 30 years of experience in project management and infrastructure planning, working across both private sector developments and council-led initiatives. He has managed all phases of projects, from major plan changes and resource consents (e.g., Wynyard Quarter, Unitec) through to delivery of civil works (e.g., Weiti residential subdivision).

His recent roles include serving as Infrastructure Manager for Kāinga Ora, where he worked across major urban regeneration projects in Mt Roskill, Tāmaki, Māngere, and Porirua. He was seconded as an engineer to Wellington Water, providing advice on three waters asset management and growth servicing. Simon also led the development of a Three Waters Infrastructure Plan for the Garden Hills aged care facility.

Additionally, he served as the Asset Owner Representative for over $200 million of infrastructure delivered for the America’s Cup, and he currently acts as project manager for an 86MW wind farm that progressed through the COVID fast-track consenting process. Earlier in his career, he was Planning Manager at Watercare Services.

Phil Jaggard - Director

Phil has over 25 years of experience delivering complex infrastructure and three waters projects. His expertise spans strategic planning, technical advisory, and implementation, focused on unlocking urban growth and delivering sustainable development.

At MPS, Phil advises clients across government, development, and council sectors on three waters servicing, consent strategy, and project delivery—from business case development to expert evidence. He has led major programmes for Kāinga Ora, Wellington Water, HUD, and the Tāmaki Regeneration Company.

Phil’s strengths lie in aligning infrastructure with planning outcomes, resolving regulatory issues, and leading multidisciplinary teams. He has also held senior leadership roles at Watercare and Auckland Council, overseeing major capital programmes and infrastructure strategies.
