Unitec had a plan to consolidate some 177 existing buildings spread over 53 hectares into a purpose-built education core on only 10 to 15 hectares, releasing some 40 hectares for residential and commercial development.
The initial master planning stages culminated in developing a significant body of information to support Unitec’s submission on the Wairaka Precinct in the Unitary Plan process. MPS was employed to manage the team of consultants across several areas including urban design, engineering, survey, archaeology, legal, planning, and transport, to progress the master planning process. The work was prior to the formation of the Wairaka Land Company (WLC) and the transformation team at the time was relatively small, so it was important MPS integrated well with everyone involved.
The Unitary Plan process had a fixed timetable which meant programming of tasks and management of that programme was essential. There was a high level of involvement in the community and other areas of Unitec, which involved a range of consultation initiatives, including the regular Community Liaison Group.
In addition to the Unitary Plan process, MPS successfully managed the resource consent processes for the initial stages of the core upgrades. There were other management activities, such as the interface with Auckland Transport around the proposed Carrington Road upgrade and the public cycleway.
More recently MPS has completed an update to the Three Waters Master Plan for the whole Carrington site and an Infrastructure Report to support a subdivision consent to rationalise lot boundaries. In updating the Master Plan, MPS was responsible for consultation with Auckland Council and Watercare Services Limited, preparing a data gap analysis after an extensive review and consolidation of existing asset data, assessing the stormwater and wastewater capacities, managing the CCTV contractor and surveyor field investigations and the consultants developing the water supply model for the site. MPS also provided advice on the early development Block Concept Plans, including preparing the design and survey briefs for the first Block development.
MPS completed a dynamic Stormwater Model (a collaboration between WLC and Auckland Council) for the Wairaka Precinct and upstream catchments, including preparation of flood hazard maps and a Stormwater Management Plan to support future resource consent applications. The modelling work included assessing the benefits of proposed infrastructure upgrades, allowing these to be optimised prior to detailed design and implementation.
